Advice needed-A rated house and air to water

    Hi

Could anyone tell me if it's normal for an A2 rated house with underfloor heating and air to water system to have downstairs temp of 25-26 degrees all the time even when heating is on standby? By standby I mean the target temp is maybe 20 and room temp is much higher so it shouldn't be heating the room. Even first thing in morning its that temp and it's stifling. Nothing else on in sitting room bar.
Upstairs then is never any higher than 21-23 degrees. Even if it's set to 26 degrees to see if it'll climb, it never gets higher than 23. Obviously don't need it higher than 21 but it's seriously uncomfortable downstairs and there's a big difference between it and upstairs.
Am concerned something isn't working right. It's a brand new system and house.

    Thanks for any thoughts.

something wrong with the control thermostat, or could be wired incorrectly constantly calling for heat to that zone. Get installer/builder back to resolve.
