Have a friend who got a flight from Dublin to China cancelled by the airline. She just got a text informing her of the cancellation today and the flight was suppose to depart in 12 days. The airline is a Chinese one.

The airline hasn't provided the EU information sheet, but am I right that since the flight is leaving from an EU airport my friend qualifies for a free rerouting AND financial compensation

And if yes should she be careful with what alternative option she accepts from the airline? (could some options void her right for compensation?)

Yes, he'd be due a rerouting and also compensation if the circumstances qualify, as the flight was departing from an EU airport. Was he rescheduled on a different flight? If so, he'd only be due the extra compensation if the departure time is more than two hours earlier or the arrival time is more than four hours later than the original flight.

He is not required to accept an offer of vouchers in lieu of the compensation payment and can insist on a cash payment (or bank draft, etc.) if he chooses, but if he does accept vouchers from the airline as compensation and signs an agreement stating such, then he wouldn't be due any cash payment. He's still entitled to the free rerouting regardless, as well as any necessary accommodations like extra hotel nights and food and such regardless of how he's paid the cash compensation, though...

Thanks a lot. They call her today and rescheduled her on a different route with layover in Paris (the original flight was direct to China) - the new departure time is 3 hours before the original one and the new arrival time one hour after the original one.

So if I get it right since the new departure time is more than two hours before the original one, compensation is due?

I told her to mention the EU regulation to the airline, but their customer service rep who contacted here was in China and didn't seem to be aware of this. She will try to call their Dublin office when it opens tomorrow, but is there a proper/standard way to push a claim with an airline if they don't seem engage or have a process related to the regulation?

I don’t think she’ll be entitled to much if any. The delay is effectively less than 2 hours

My flight has been cancelled. I have been offered an alternative flight to a different airport in the city I am travelling to. Who will pay for my expenses in getting to the original airport (my car is parked there)?
Where a town, city or region is served by several airports and your air carrier offers to re-route you to a different one, it must bear the cost of your transport from that alternative airport to the original one. If you do not specifically need to go to the original airport, your air carrier may instead agree to pay for you to be transported to a nearby destination.

From what I see here it seems like to me the compensation should be 300 euros (re-routed flight of more than 3500km and delay of less than 4 hours): http://www.citizensinformation.ie/en/travel_and_recreation/air_travel/compensation_for_overbooked_and_delayed_flights.html#l7e93e

If correct, it is not that bad a compensation and I am sure my friend will be happy yo take the money for the trouble of getting up early and having an extra layover :-)
