Radiator Fitting

Hey hopefully someone more knowledgeable than me can help here...
Do radiators HAVE to be dressed with radiator valve spigots before fitting the valve or can the valve be fitted directly.?
Male thread is the same on both so there doesn't appear to be a reason they'd have to go in.?
Plumber thinks they do but it appears to be throwing out the centres of pipes coming out of the wall and ending up with crap pipework entering at and angle and in time a very likely source of a leak.

    Thanks

MOD NOTE: Moved this to its own thread. Wearb
