Civil Service Pay Restoration - Increments

    Would anyone remember back in Sept last year there was talk of ending the two tier pay scales for some Civil Servants.

    Effectively it meant new Civil Servants would bypass point 4 and 7 on the pay scale where two additional pay points were applied in 2010 / 2011?

    Does anyone know what grades this applied to - was it just Clerical Officer or also Executive Officer?

    I’ve not seen any talk of it since and I believe it is to be implemented from March.

    Would anyone know if this would apply to recently appointed Executive Officers who were Clerical Officers prior to 2010 and would have been put on a higher point of new EO scale to match their previous CO salary.

    I entered Civil Service 2006 and was appointed Executive Officer in 2018. I’m on Point 8 of the scale - Will I see any benefit from this?

    interesting question...i doubt that it would be retrospective but await someone more knowledgeable to reply. I'll make enquiries tomorrow too...

    Seems to me like you're already past the points they're removing so you might not see a difference.

    It says...

    “Due to the interaction with normal increment progression, the above means that existing ‘new entrant’ staff whose next increment after 1 March 2019 is Point 7 or above on relevant scales will receive the benefit of both interventions on the date of their next normal increment. Existing ‘new entrant’ staff due to reach points 5 or 6 on relevant scales as their next normal increment will get the benefit of the first intervention on that date and the second when they progress to Point 8.”

    I would read that as if it would apply to anyone who was appointed EO post 2011 would be entitled to the increment jumps.

    Were the two additional points on the scale applied to the Executive Office grade? I seem to remember an EO starting at a higher amount.

    I’ve heard no word of it since it was announced in September. Is it likely to be implemented in March?

    I do not think this will impact your situation as you were an existing and established civil servant when the relevant lower pay scale was introduced,

    While your were appointed an EO after the cuts came in, you would I expect have started on a different pay scale (staff appointed post April 1995) to those who were new entrants into the civil service at the time.

    No, everyone appointed as an EO etc after 2011 would have been appointed to the scale in place at that time. I’m on the current EO scale that is in place anyway, only skipped a number of increment points due to my salary as CO at time of appointment to EO.

    I spoke with Forsa and they gave me a number to ring who were unable to assist.

    I don’t think anyone knows too much about it.

    The increment skip is for those post 2011 as far as I know.
    We got word of it last week but it's not official yet.

    Did any of you here get the extra jump on your increments? I went from 6 to 7 today, I was expecting to go from 6 to 9.

    You go 3-5 and 7-9.

    I thought I was going to point 5 from the literature I had read previously.

    as mentioned you should move to 9 rather than 8 next year
    I went from point 3 to 4 today.

    I think you should get that checked

    when do the incriments get applied to you is it one calendar year after you started in the civil service or at the end of the current year ?

    You might have to remind the PSSC folks. I was meant to go from point 7 to point 9 but they put me on point 8. I mentioned it to them and they corrected it straight away. They put me on point 9 and I got my back pay as well.

    Just checking as im on point 3 of the payscale and my annual increment is in January - we skip point 4 and head to point 5 so is it?

    You will go to 4 and then people point have to approve the move to 5. This can take s, while and will be back dated

    12 months from when your employment started.

    So if you started in June 2019 it will be june 2020

    Some people had theirs moved out 3 months under the Haddington Road agreement.

    That seems odd. I would have expected that point 4 would have effectively disappeared and everyone moves from point 3 to point 5 when they get their increment. Why would approval be necessary?

    Am I missing some subtlety? I wouldn't have thought anyone would be on point 4 again.
