In a rental property which has a TV ariel on the chimney; Are the occupants required to get a TV licence if they do not own an actual TV set?

Legally and ridiculously yes, that is considered reception equipment and could result in a claim that an inspector saw reception equipment

I have a clothes hanger in my wardrobe. Should I get a tv licence?
