    I bought a packet of Odlums Scone mix and the instructions state to add milk or water.
    Which is best or does it really make a difference?

    Use milk, the added protein and fats will likely give a richer scone.

    I haven't used Odlums Scone mix, but generally if something advises to use water or milk, I always go for milk :) I just assume it results in a better taste!
