can i sync 12 android tablets

I have been volunteered to look after 12 tablets galaxy tab A. is it possible to set them up so if i download an app it automatically sync to the others. or is it just a case of install it on each ( think there a 5 or 10 limit on stuff off play store ? ) any help or guides appreciated
