I visited a branch like 3 days ago , but i forgot what the employee said to me.
He said it was possible without a bill , but i had to register online somewhere and then i would get like a code or a letter after like 3 or 5 working days and i would be able to go to the bank and make an account without using a bill.

we can accept documentation from the Irish Tax Revenue office. You can register with them online on Revenue.ie and receive your pin in the post.
