Except Cyclists vs Except Cycles on traffic signs

    I wonder if anyone would be able to point out where the traffic sign saying Except Busses and Cyclists and Except Cycles is defined in either the Irish Statute Book or Road Traffic Act. I could not immediately find any definition or guideline covering these.

    Both are used underneath a regulatory sign all through Dublin and probably in other cities as well.

    Examples:
    "Except Busses and Cyclists": https://bit.ly/2ToEyW7
    "Except Cycles": https://bit.ly/2Wqtz02

    As these two signs exist together currently, a case could be made that both mean different things. Where "Cyclists" would mean pedal cycle riders in most people's mind, "Cycles" could mean that motorcycles are included.

    So back to my question: where is the legal meaning of cyclists and cycles defined (and the traffic signs showing these)?

    i self-identify as a cyclist, even when i'm not on the bike. so when driving too, i suppose, so should be able to make use of the sign.

    The no right turn sign is RUS 012, and...

    (b) Traffic sign number RUS 012 or traffic sign number RUS 013 may be accompanied by information plates which shall indicate the periods in which restrictions apply or shall indicate that the restrictions are not to apply to certain classes of vehicles.”,
