How to get Irish Water to take notice?

I have again today received from Irish Water a "You may have a Leak …") letter and noting my consumption is 1880 L/Day, compared with a normal 129 L/day per person - there are just 2 people here. However, there are many and variable people in the 3 flats next door, which (for historical reasons in these old houses) draw their water through my house and via my meter.

All this was explained ad nauseum to Irish Water assistants and an Engineer back in 2015 (or earlier?), including verification of the connection by turning off my water supply and showing it also turned off theirs.

I wrote about this also to Irish Water on 29/05/2015 and received their written reply (Ref 5438140326) dated 3rd June 2015. They proposed removing my meter and billing me and next door separately as unmetered bills - but nothing happened.

I also responded to a "Sorry we missed you..." card pushed through my door on 10/04/2018 from the Leakage Reduction Programme, leaving a voicemail when nobody answered the number written on the card - again explaining everything. And still these "You may have a Leak" messages.

Please Irish Water, read your own correspondence and act on it. If you feel a need to send the Leak Investigation team to confirm my story then do so but you will not be able to find any leaks until you first contact my neighbours and get a separate (metered?) water supply installed there, which is what should have been done years ago. That is NOT my responsibility. Otherwise, remove my meter and use unmetered accounting for the 2 people in this house; I HAVE NO LEAKS HERE and am tired of these messages. The "1.5 million litres used since meter installation" handwritten on your "Sorry we missed you" card were largely not used by me"
