I'm in Andorra at the moment on holidays. Alcohol and cigarettes are dirt cheap. Anybody know the limit I can bring back to Dublin

While you’re smoking and drinking your cheap booze and fags you can google it.

As much as you want for " personal use", though are you coming directly from Andorra (non EU) or via an EU point of departure?

    http://www.citizensinformation.ie/en/travel_and_recreation/travel_to_ireland/customs_regulations_for_travellers.html
Goods bought in another EU country

You will not be charged any extra duty or VAT on purchases where the duty and VAT has been paid (for example, goods bought in shops, supermarkets, etc.) in another EU country, provided the goods are for your personal use.
If your purchases are equivalent to or less than the quantities set out in the table below, they will usually be regarded as being for your personal use. If you exceed these quantities, you may have to demonstrate at Customs that the goods are for your personal use.
    which is easy to do.

If direct, not a lot is the answer as Andorra is not in the EU.

no direct flights to Andorra so presumably you're flying via Barcelona? Drink will be almost as cheap in Barcelona airport so buy it there as it has EU vat and duty paid on it so you can take as much as you want really.
