Suspended Floor insulation

In my house I have old suspended floors. I’m looking to insulate. Apart from the sheer awkwardness of doing such a job, is it allowed to be insulated underneath? What’s the best way of doing it?

Hi have a read/search this has been covered a lot. I went with breathable felt draped between, mineral wool insulation between joists, vapour barrier over top, then flooring. PIR around rising walls. Plenty of gunk & tape.
