Broken decoder or signal outage ?

    Hello and sorry for stupid question.
    Am abroad and renting, landlord provides cable TV.
    Never a problem before.

    Came home to find the decoder with only a flashing red light.
    Unplogged it, checked all the cables are tight, plugged it back on.
    It flashes with the message "Init" for a while, and then back to flashing red light.
    Could it mean the decoder is broken ?
    Or could it mean a signal outage ?
