Flush not working properly

    Hi folks, I have a standard enough toilet cistern; (I don't know if there are different types).

    When I press the handle, one of two things happens. Either the whole syphon lifts up by about 3 inches, so that the flush only works a little, or else (if I press the handle very carefully) the syphon just lifts up a tiny bit, the flush works properly, but then the cistern leaks into the toilet bowl until I lift the lid of the cistern and press the syphon back into place.

    Is the likely problem that the sealant has failed that should be glueing the syphon in place? I don't want to go out and buy the stuff and then find it could be a washer or a nut or something.
