Pc desktop build.

Hi there,
Looking for some advice on what components are needed for a desktop pc. Has to be able to handle 4k video. It's mainly a pc for photo editing, but also recently purchased a drone with 4k 30 fps capabilities. Current laptop hasn't a hope playing the videos so it's time to upgrade. Budget €700 - €800. Any help wood be greatly appreciated as I have been out of the loop for a while regarding latest pc hardware. Thanks
