I recently made a winning bid on a online auction site, that i wish to retracted . Does a 24 day cooling off period not apply

Have you checked their T&Cs? Where are they based? You would need to give a bit more info, but check the t&cs first.

Can you legally purchase the Whiskey? If its not in the country I doubt you can import it? Might be a reason to cancel?

based in Ireland term and conditions say you can return and pay to ship back if you don't want .. Irish whiskey auction's in dundalk

If terms and conditions say you can return then just say you don't want it and save the double postage issue.
