HPI check clocked cars

Just wondering, does a HPI check give peace of mind on whether a uk car has not been clocked or not.
Looked at a 2 year old car with a dealer which has exactly 18K on the clock. I read on a an English newspaper that its estimated that 1 in 9 cars in the uk are clocked and this included reputable dealers in the mix aswell.

    From the above link:

"The HPI Guarantee does not cover the vehicle’s descriptive information (including import status), mileage, value, V5 registration document checks, or if the loss has arisen as a result of a fraudulent transaction."

Do a HPI check and follow up on the service history by contacting the dealers who serviced it to see it actually was at those miles.

I looked at the service history book which was stamped by another reputable dealer in mainland uk when serviced at 16k or so miles. I have the contact details so will give them a call.

It seems legit but reading that its estimated that 1 in 9 cars are clocked in the uk and where main dealers are thrown into the mix with fiddling one wonders how is it possible to know if the car your buying has believable mileage.
I'm looking at a two year old car and there are similar being sold up north with 30k mileage of the same year.

You need to do a history check in conjunction with checking previous MOT history and background checks on the car's service history ie ring the garages who serviced it. This should allow you to join the dots. You can put the UK reg in below to check the MOT history if the car is 3 years or older. It won't work for NI registered cars though.

The advantage of the UK is they have a write off classification of cars, we don't have any whatsoever here.

Last place that serviced it is only an indiication at that mileage and no indication of subsequent mileage and MOT check is no use for a 2-year old car.

Would VCDS show up the true mileage or is the ECU easily doctored as well?
