    This is the problem.
There is simply no water coming from any tap in the house, just a gurgling sound... the guage on the water meter is spinning round, but when I turn on the first tap after the meter (10 inch away from the main stop tap and water meter), no water is coming out, when i shut off the stop tap, the meter stops, turn the stop tap on, the meter spins, but no water flows..

    any ideas

I know that you said no water from any tap but thought I'd ask to be sure. Do you have any water at the cold in the kitchen? The will be mains water where the rest of the house comes from the attic tank

its direct water suppply, no tank in the attic.. the pipe comes into the house, then there is one stop tap, then the water meter, then another stop tap, after this there is the pipe for the outside tap, this is before any other water system in the house...

I'd suggest that you have a leak between the meter & your house except I'd expect that you would have at least a dribble of water at tap.

here is a photo of the incoming water pipe , black pipe on the left with stop taps and meter,, in the far right low down with a white washer you can just see a copper pipe going out through the wall, this is the outside tap, and nothing is coming out of that tap either, the first tap in the house.

Doest the meter stop if you put your hand over the Tap ?
You have no water Id say and the line is pressurising,

when i turn the red tap off directly after the water meter, the dial stops spinning

Air in the water main will drive your meter. Don't leave the tap on if your leaving the house :D
