Your post doesn't make sense. You said your relative fell over and then when they got up the car that hit them drove off. Did a car knock your relative down and drive off, which is an offence, or did a car drive past your fallen relative, which is not an offence?

I read it that the relative fell over on his own and when he got up a car then hit him. Not sure to what extent though. The OP needs to provide more detailed information.

if the car hit him in any circumstance it was obliged to stop

Some use of punctuation would help immensely!

The driver should have stopped if they were aware of the collision

If they hit someone, the driver should have come to a full stop.

So did the person fall, then get up again and was then hit by the car? The OP suggests that this is the case. Why did the person fall and get up again before being hit? Was the person on the footpath or the roadway (or somewhere else)? Was the area illuminated sufficiently? If not, was the person who was hit illuminated, be it by reflective clothing and/or lighting?

What was the estimated speed of impact?

Do you or the person who was hit know who the driver was?

Can you give more details as to the location of the incident? Perhaps a Google streetview link indicating the whereabouts of it?

You'll get far more assistance if you provide more information.

Guards can find the owner and their address from the Reg, if that person was not driving, they are obliged to tell the Guards who was.

Who ever was driving was obliged to stop, if they did not, its an offence.

Its an accident and there was injury caused - It should be reported to the gardai who are obliged to investigate it.

It will be their decision as to whether there was a crime committed.

Basically the fact that he had fallen down earlier has no bearing on the situation save for if the driver could say he didn't believe he had hit him as he had seen him lying on the road.

Thar thought entered my head as well. Best thing is to let the guards deal with it. You have the registration number of the car. The registered owner of the car will be contacted by the guards. OP, you have no reason or need to know who was driving the car.

In all fairness, would you not be better contacting the guards than posting here? A man was hit by a car and the car did not remain at the scene. It’s for the guards, whatever they can do about it.

Yes, agreed. It all seems a bit snowflakey to me anyway.

OP: "So my friend has been hit by a car and it drove off. Do I A) Call the Gardai and get them to investigate with the details I have to give them or B) Will I post about it on social media and ask complete strangers what they think is best because I sure as hell can't figure out what to do when my friend is hit by a car followed by the driver absconding. I think I should definitely go with B!"

If the person was already lying on the road then it wouldn't be unreasonable for the driver to think it was some sort of scam or a possible robbery.
Especially if it was a female driver.
    eg https://www.youtube.com/watch?v=kalUuDAsQrE

In that case, I would expect the driver to drive on a bit and call/notify the guards when they felt it was safe.
