Can you reserve a registration plate for an imported second hand car rather than dealing with the 120xxx (Dublin) import registration?

Nope. You can only reserve now for a brand new car apparently.

I thought they did away with the 120xxx thing?

Quoting an earlier post by myself:
As far as I understand it, the reasoning for the numbering jump was that the migration of the computer system in Shannon to a newer platform in 2011 was responsible - as we know the country was strapped for cash at the time, and I'm guessing the extra consultancy costs required for having the new system continue the sequences cleanly couldn't be borne.

The cheapest option would then have been what happened - start the new import series for each county and each year prior to 2011 at a high enough number that there was no possibility of a collision for each county.

2011 and newer regs weren't affected as these were already on the new system.

Lastly, one point that might be overlooked is that the new year numbering sequence, like it or not, neatly sidesteps the problem where we would have started to have more and more situations where a 2016 car, for example, couldn't have had 16-D-1 as this was already allocated to a vintage car (I distinctly remember this being on a Model T as a teenager, looks like it went to ZV subsequently).

With the 131, 132 etc system, we're good for new registrations without the possibility of collision until 2113.

Depending on the year of the car you're importing, you may not get a 12xxxx plate.

High numbered car registrations (120xxx for Dublin, 40xxx for Cork etc), are only for vehicles first registered BEFORE 1st December 2011.

You can only reserve a plate on a new car and the request must be in place before 1st November on the previous year you are requesting it for.
You can only apply to reserve a vehicle registration number plate on or after the 1st November of the year before you intend to bring the vehicle into use. In other words, you can only apply to reserve a vehicle registration number plate on or after 1 November 2015 to use this plate in 2016.

The number you reserve must be in the normal format and must correspond with the licensing authority area where you normally reside, and the year and half year in which the vehicle is to be first brought into use, i.e., 162-D-111 may only be reserved by someone living in Dublin for a vehicle intended to be brought into use in the second half of 2016.

The registered owner of the vehicle on which the plates are to be displayed must be the person in whose name the number was reserved. You cannot transfer a reserved number.

All registration numbers are available for reservation with the exception of the first number of each half year issued in the following cities - Cork, Dublin, Limerick and Waterford. These registration plates are, for example, 161-C-1, 162-C-1, 161-D-1, 162-D-1, 161-L-1, 162-L-1, 161-W-1 and 162-W-1. These plates are reserved for the Mayor/Lord Mayor of each of these cities and are not available for reservation by anyone else.

A reserved registration number can only be assigned to a vehicle when it has been reached in the normal sequence. It may not be displayed on a vehicle before it has been formally assigned by the Revenue Commissioners following the presentation and acceptance of a completed declaration for registration.

Applications will be processed on receipt on the first working day of November.

No priority will be given to applications received before this date.
