    It specifies "does not support AC3" audio so will will have to suffer the audio description on HD channels.

    Good point but not too concerned as the TV it would be used on would be far from HD ready!

    So the SD channels would be fine...

    Personally there is no way I would use mains powered equipment, bought from an unknown vendor. For the sake of a few quid you could be putting your home at risk.
    I would be concerned about the quality of the power supply, earthing and lightening protection. It could be a fire risk, or a safety risk. Maybe try this.
