    Hi, The Rims are Alloy 18 1/2 inch-47mm
    Tyres are215/45R17. 91W

    You need to change wheels and all. Something like 16" and then tyres to suit.

    You have 17 " wheels so
    you could get a 215 / 50 /R17 tyre (if that exists) and wouldn't make much of a difference to your speedo reading.

    Thanks for the Information,I have the NCT in a few days,I know I'll have to replace the front two tyres.The alloys have a few scuff marks,do they fail on that? Thanks

    You won’t fail for scuff marks.

    225/45/17 would be a much cheaper size, and give you a little bit more sidewall. You’d really want to be changing all tyres.

    I'd say he has 17's. He probably got 18 1/2" when he measured the full diameter of the Rims.
