I am buying a car up north. I can buy Dec 28th and have receipt with date 28th Dec. Alternatively, I can wait until 2nd January 2019 and have the receipt with this date. Will i pay more vrt if i leave to 2019?

It goes on the date you present the car for VRT inspection, not purchase date.
