Common Recruitment Pool Query

    Hi all,

    I’m currently an analogous grade VI in the HSE, my role is grouped with all the clerical/admin in the Payscales. I have no clinical or care responsibilities- just management and admin.

    I recently interviewed for grade Vi post with the local county council and was placed 1st on the open recruitment panel but they refused to place me on the common recruitment pool as my grade title does not state clerical.

    As only 1 in 5 jobs will be filled from the open panel... and therefore location etc will be very limited, I need to be placed on the CRP to be in the best possible position.

    I have forwarded them my job spec and proof of the payscales being grouped together but to no avail.

    They have stated that to be considered for CRP I need to have at least 2 years experience at the level of clerical officer or higher..... which I do! Any advice?! It seems to be down to semantics! TIA.

    Union have sent them on documents showing that my post is aligned to clerical/admin and job spec showing all admin duties but have just gotten a blanket no back from the council.

    I have also sent on 6 examples of adverts from other counties where the qualifications for the common recruitment pool include analogous grades.

    I have asked the union if we can formally appeal the decision but they dont think its an option. Beyond frustrating!

    but first on the open panel will get you appointed v quickly anyhow?

    I've been told there is 1 current position and unlikely there will be many more as there are only a handful of staff at that grade.

    Even if another one or two come up in the lifetime of the panel, the open panel will be offered only every 5th position.

    Theres also a 50/50 gamble as the two HQs are opposite end of the county, one would be a 20 minute commute, the other 75 mins each way so I would need to hope that 4 existing staff either get promoted, or retire and than that one specific position is based closer to me.

    Whereas if I was on the internal panel - all positions would be offered to me so odds are significantly higher of one being in the HQ closer to me.

    There are hugely worse things happening in the world out there; its just frustrating to be told you are the best to apply for the job after two rounds of interviews... but that 4 people who ranked lower than you will get first go at it! And all because of the semantics of a job title, regardless of the job spec.

    Union have assisted me with lodging a formal appeal but not holding out much hope as by the time that is processed the position will be offered and CPSA guidelines cannot overturn an appointment to post.
