Does 'local needs' apply to renovations?

    Looking to buy in an area that's covered by 'local needs'. We won't qualify to build but I can't find any information online to confirm/deny if local needs also applies to a significant renovation?

    e.g. if I buy a liveable house and I want to make modifications that will require planning permission, do local needs apply in that case that I'm already the owner of the house?

    i havent yet come across a council where it does apply to renovations / modifications to a "liveable" house ie habitable
