Power shower only works when tap turned on

Was in the brother in law's house today. He was showing me how the power shower in the en suite bathroom will only work when the tap for the hand basin is turned on. The tap only needs to be turned on for a second for the pump to kick in and then the shower will work on its own.

I think it may be an issue with the demand pressure from the shower being too low to activate the pump.

I've attached a photo of the pump information plate. Hoping someone can advise what the issue might be. Thanks.

Most likely there isn't enough head height for the shower. If this is the case a negative head pump will sort of out

There was a thread on this issue a few months back. It's to do with the head of the shower being higher than the outlet of the storage tank I think.
