Flue on a stove - restrict flow

    I have a stove and live in an exposed area on the coast in West cork. The draw out the chimney is a way too much.
    Is there any way to restrict the air flow draw on the flew. I already have a cowl on top of the chimney

    What size is the outlet from the stove?
    Is the flue lined with a matching liner?
    How come you can't control the draw with the air control on the stove: is it faulty?
    Are all the seals working on the doors?
