Cold water tank not filling on its own, ballcock gets stuck

The cold water tank in attic won't fill unless I get up and manually push ball cock down. When I do this it fills but ball cock stays in the position that it is in after being forced up by water. Once water is used up it doesn't refill by itself.

It's a new ballcock (5 months old installed by plumber).

Any advice on best way to fix this ?

Replace it or as a temporary fix, tie a 100/200ml bottle of water at the float end on about a 50mm length of string.

Please follow site and charter rules. "Resistance is futile"
