    Hi
I’ve just discovered this nppr regulation as it is necessary for me to have a certificate stating I have no liability.

I am selling house and closing date is 28 November. It seems that I need a bill in my name for 2003 - 2013 inclusive.

As like the majority of people paperless billing is nearly standard so you do not get utility bills ! Of course these are favored by Meath co co in my case.

Where or how are you supposed to get these !!!
I’m told by my solicitor that over 7000 will have to be withheld for this liability that I Am not liable for ... it’s beyond ridiculous.

If I had a second home surely the government would know with the amount of documentation required to buy a property ?

I wonder what happens if I don’t get , I have applied for copies of my gas bills for 2003 to 2014in time , and my solicitor withholds excess 7000 ... how do I get this back ? Will it stop sale ?

I can’t understand how people are not up in arms over this .... (people are employed paid for by mine and your tax euro to run this system ) ... I understand how there is a world view on occasions this place is backwards ...
    appreciate views

    Paddy

NPPR was only a "thing" from 2009.
If this is a house that you were living in as your main residence from 2009 until 2013 and you were paying utility bills there must be some record of the payments - your bank statements (standing orders?)?

Sorry, not entirely sure I've understood your predicament correctly.

Yes indeed incredibly they will not accept bank statements ! Credit union statements either ...it’s a joke ...
any reasonable person would think that these on line bills would be acceptable.,.
My point is the government know full well I have only one house , therefore I have no liability under nppr , yet you still have to waste a large amount of time trying to trace stuff back nearly 10 years : joke

Dismount the horse, read the rules, and comply.
Send your posts to Zach de la Rocha, I think there is a song there.

The NPPR didn't just apply to people who had more than one house though so the fact that the govt might know if you have more than one is irrelevant. It could equally apply to someone with just one house but were not living in it for many reasons, abroad, moved elsewhere for work, moved home and rented it out and any other reason you can think of for not living in your principal residence.
