Pressfit Bottom Bracket Query

    I'm changing the bottom bracket on a friend's bike.
    It is press fit.
    On removing the old BB, I've noticed that the inner sleeve has not been fitted.
    I'm not sure, but I don't think the BB has been changed since new.
    Can anybody tell why the sleeve would not have been fitted from new?
    And can anybody give me any reason, why I should not fit the inner sleeve on the new BB?

    Possibly the inner sleeve was too long/short for the frame.
    Either that or the previous installer didnt bother using it see-ing that the bike has external cabling!

    Looking at the bike again, I think this may be the case.
    The BB shell appears to be completely sealed. There are no holes to allow water to escape and the BB shell is sealed from the seat tube, down tube and chain stays.
