I ordered something from a clothes store in Germany that I could not get here, and used a German address.
I entered the German address on the clothing store and created an account with that address.
I never entered that address into Paypal, but I paid for the item using Paypal.
I have orderd a few items since then, from different stores.

Tonight I went to order a small item from another unrelated store.
When I went to pay with paypal, the German address came up as my default address and wouldn't let me select other.

I went to 'manage my addresses' and the German address is not in my address book.
On the site I am ordering from, My correct Irish address is entered.
It's only when I go to paypal that the German address appears again.

It's frustrating, but are Paypal not breaching some rules here?
I never entered the German address in paypal, They should not have it, I only used them to pay for the item.
I can understand that they may want to keep a record of the address in case there is a dispute, but it should not be appearing as my default address.

I have emailed them (which they make very hard to do, and try and get people to use their useless forums), but I am curious as to whether or not they are breaching any data management rules.

Its an anti fraud measure. They gained your consent when you agreed to the revised terms of service, and probably the old ones too.

The merchant provides it to Paypal as a matter of course, go check your email from paypal that day - it'll likely have a summary of your basket and the shipping address in Germany in it.

PayPal would have only offered you the choice to use that address as your default address... You just need not to click that consent option..... It's similar to Google offering you services based on your recent searches....
