What is a "holiday home" or "chalet" in planning terms?

We're interested in buying a property which is being advertised as a "holiday home". We'd like to renovate or rebuild it to make a home where we could live full-time. There is an objective in the relevant county plan which opposes the conversion of "chalets" in this particular area to residences capable of year-round occupancy.

We've also heard that people have been told they have to apply for change-of-use permission if they want to live year-round in a "holiday home".

Does anyone know if there is a legal definition of "holiday home" or "chalet"? Or what is the legal basis for a planning objective like that?

The house in question, while arguably a chalet, was occupied year-round by the previous owners for decades.

    Any thoughts on this?
