Greetings to the experts (and DIY Noobs who may get something out of this)

Started on sanding down / wire brushing the 1st window sill of 3, and as you'll see from the pic there's a lot of paint that I cannot remove.

After doing the usual google here and elsewhere I found that using a primer, Zinsser "Bullseye" could be what I need

Any other ideas b4 I go and splash out on Bullseye??

Also, any advice as to best paint to use ??
