    Not sure. There was a reference year for the BDGP scheme. You may be right but I would be wary of it. Those that have larger holdings have the loudest representation and a reference year would suit them.

    There was 2 reference years for the Sheep Welfare Scheme that started a few years back too. But then that’s small fry compared to the amount of money that’d be involved if a new BPS was introduced that was linked to reference years.

    As said above, those with the biggest BPS shout loudest and the biggest farm rep group always listen to them. I’m a member and the biggest complaint at meetings is usually any mention of flattening payments. God knows what’d happen if changing the entitlements/BPS was mentioned. Change may eventually come from Brussels but the big farming rep group here would probably fight it tooth and nail.
