already gold chippings to tar and chip

I have gold quartz chippings on my site and not 100% happy with it. Laid 2 years ago, when laying we got an artic load of quarry dust for underneath. Spread even then rolled. another artic load of chippings to cover the area. I have a raised site, my driveway is sloping up to the house and now i cant get up it with a full load 3.5ton trailer. I was able to get up the hill when it was just 804 but not now with the quartz. Another issue i have is the slope, the stones keep moving and now im getting holes which isnt comfortable when driving up it. All around the house is ok apart from the weeds. I was advised no need for teh underlay, priced it at 300+ euro and listened to the person advising no need for it because the weeds can still grow with air born seeds. 6 months after, weeds all coming through after spraying :(

Would i be able to use these for tar and chip and would this hold them together for me to get up the slope.

    What gradient is the slope?

    Do you want to
    1. surface dress over these chips or
    2. use these chips for surface dressing.
If it's no 1, it won't work, assuming there's a depth of single sized chips. The emulsion will simply bleed through the chips in warm weather aside from the fact that you'd need to spray quite heavy. The chips will continue to move too, rutting and probably split over time.
If it's no2, you could try sending a sample to an emulsion supplier to test adhesion. But in truth, you need clean chip for a good surface dressing and compared to the cost of emulsion, the chips are cheap.
If you really want surface dressing, best to strip away the loose chips and dispose, then build up with 804 or wet mix macadam ( wet 804), compact well and surface dress over.
If its a significant slope and will be trafficked by anything heavier than an SUV, I'd lay 10mm sma instead about 50 mm deep.
