Provision of double yellow lines to suit a planning application

    There are backlands to the rear of our property that can only be accessed via a narrow (3m to 3.3m) 30m long private gated lane way that runs between our neighbours house and ours.
    There was a previous application to develop on the site that was refused due to the nature of the lane. A new application was made. The planner has now requested that the applicant provide further details around how they would overcome cars traversing the laneway from both directions avoiding reverse maneuvers and how cars would exit the laneway given the poor sightlines.
    Within this request the planner states "The applicant is requested to demonstrate that sightlines to appropriate standards can be achieved at the entrance to the access laneway. The provision of double yellow lines either side of the access may be necessary to achieve adequate sightlines."
    My questions are;
    How would it be possible for him as a private individual to facilitate the provision of double yellow lines outside our neighbours house or ours?
    Would the fact that we live here, versus an undeveloped backland site not be a major factor to provisioning these double yellow lines?
    We have no driveway so would not have anywhere else to park. Would that no also be a pressing issue in the provisioning these double yellow lines?
    Any help in understanding this is request is greatly appreciated.
