Samsung fridge not cold, freezer fine

    I've a Samsung American fridge freezer where the freezer temperature is fine but the fridge is too warm. It's set to 1 degree. I placed a series of glasses of water around the fridge, left them a day and took their temperature. The top shelf is at 3.5, the third shelf at around 5.5, the door at 8 and just above the vegetable chillers around 8.5. So the fridge is too warm.

    I checked the defrost sensor, there was no build up of ice on the coils so this is fine.

    If you open the door of the fridge you can feel the fan blowing air [well it blows air some of the time which you'd expect]. So it seems like the fan is working correctly.

    I replaced the temperature sensor in the fridge so its not this.

    I had a fridge repair man out with me yesterday who told me the fridge is fine. It's clearly not. It sounds to me like air isn't circulating within the fridge itself but if the fan is working, I'm not sure what the issue could be.

    Does anyone have any ideas?
