I know of no Fisheries legislation stopping you taking water from a watercourse..... Unless you impede fish, destroy habitat, or kill fish.
Depending on the watercourse it could be very easy to do some of the above. Or very difficult!

Is it possible to divert a gutter into the tank to get water?

You have to get permission to do it for mineral exploration. I assume you have to have a license in general for extracting surface water.

    I should not think so
But certainly can’t wash out the tank in a river.

Just a little care to ensure there is vac before opening the gate valve

Have seen guys in with diggers creating lagoons to suck water from, I’d say that wouldn’t be a no no.

Gutter off roof wil let rain water in. Ring local piggery only way to mix slurry

We use rainwater for drinkers in the shed via a 600g tank, also once stock leave shed the Downpipe is turned into the tank, but the tank is never more than 3/4 full in recent years.
It’s not practical though for guys who’s tank is full at the end of the year, they need to agitate, extract some slurry and add water on the day.
