How soon after taking out a health insurance policy, can someone have treatment for a pre-existing condition, in this case a tonsillectomy?

Depends on your insurer's rules. I think most have a waiting period for pre-existing conditions of five years from the start of the policy if you have not had private health insurance (with any insurer) for the past 13 weeks or more before purchasing your policy. That period may not apply to all benefits, but it will most likely apply to inpatient treatment at least.
