    They are different products, different barcodes, different SEL so do not have to be at the same price. The wholesale prices could be different too, could cost more to transport, could need more shelf space. Could have different BB dates.

    Other stuff on packaging has no legal bearing, like "part of a multipack, not to be sold singly". As long as it has the required info like weight and nutritional info it can be sold singly (some leave this off mulitpack bars on purpose)
