PPSN for Central Credit Report

Why do you need supply proof off PPSN number when applying for credit report? Only certain documents are accepted but not a Public services card. Surely when you upload a bill and drivers license, and type in your PPSN it should be enough? So my question is do they actually have your PPSN on the database in the first place?
