Paying speeding fine after 56 days without summons?

(Asking for someone who lives and works abroad but keeps a car and home in Ireland).

If you get caught speeding and ticket is issued when you are not in Ireland and you come back for a short visit after 56 days has expired what can you do?

Apparently the Garda payment system does not allow paying a fine after 56 days even though no summons has been issued. If a summons is issued the person will not be in Ireland to receive it or even to attend court.

Ideally this person would like to pay a fine now and just receive the minimum 3 points since they only received the fine a few days ago. How do the Gardai and/or courts deal with such a situation even when the person does not dispute the offence?

You have another option to pay when the summons issues.

Thanks. I read about this option recently that you can pay a yet increased fine or go to court. But that's the thing: we don't know when the summons will come. What happens when there is nobody to summon? I can't find out. If there were a way to pay the fine now that would preempt the further increase in the fine. It would be odd that you can admit to an offence and be ready to pay but not be allowed to do so but it seems to look like that.
