    I have planning permission for a new build.

    Is it ok to build a shed/gym at the same time as I am building the new house without further interaction with the planning department?

    It will be either a shed or extension, not both.

    Providing the shed exemptions are followed, nothing to stop one building at the same time as the house. I've come across several planning drawings indicating the position of an exempt shed on the site layout, but does not form part of the planning application. Check that the planning permission does not remove the exemption in one of the planning conditions.
