Do any garages offer scrappage when purchasing used cars. Is there a typical age limit? I have 2007 2lt diesel that appears too costly to fix 2.8K. Thanks.

All dealers will do is apply some of the straight deal discount on their car to your old car, less the amount of trouble it takes for them to get rid of it either through the trade or scrap. Your best bet would be to buy the new car without trading your old car and haggle a straight deal discount off the newer car. Stick your old car up on donedeal for a few hundred euroes listing the faults and see what offers you get for it. You might get a self employed/part time mechanic interested in it where he may be able to repair it for less than what it will cost you to.

The difference with a scrappage scheme on a brand new car is that the manufacturer is giving the scrappage discount to sell a brand new car rather than the dealer. The manufacturer has no interest in giving a scrappage discount on a used car and dealer doesn't want to either as it comes out of his profit margin on the used car he is selling.
