For people with really bad upload speeds is it possible to setup nest hello to redirect video recordings to local storage on the wifi network ?

No, Nest is cloud only.

There are other doorbell cameras that support storing the video on a SD card or local storage.

BTW You should check out the Home Automation forum here on boards. Folks there have the Nest Hello and other cameras.
