Getting a phone line to my house

I live in Dublin 7..in a terraced row with a lane at the rear..telephone line runs down the lane and into houses at the rear. Mine has none..think it was removed with previous building work. How do i get line connected? (I'm debating Sky TV and will need a phone line)
