I remember rent relief, it wan't much but it was something.

    https://www.revenue.ie/en/personal-tax-credits-reliefs-and-exemptions/land-and-property/rent-credit/index.aspx

Its going to take a few years to build all the houses we need to end the shortage.

How come no one has mentioned providing emergency rent relief.

It should start off at 40% relative to the average current rent and go down 5-10% each year IF the government meets their built housing targets, if they miss them, it goes up 5-10%.
Its also liked to market rates so if landlords on mass try to by-pass rent pressure zones to take advantage, it would be pretty obvious to the government/PRTB.

They could implement this overnight. I think Apple's 13 billion could go a long way to paying for it, if required.

I wonder how many other simple but effective solutions exist? Do you see any quick wins?

The Apple money isn't Irelands, and even if Apple are forced to pay it over, the vast majority of it will then have to be paid to other countries where Apple failed to book their sales. Which spanners your plan somewhat.

There are 200,000 vacant houses. People could live in them. Simple solution.

We are in this mess due to the market being inflated by government policy, the answer now is not more government intervention, we need less, get rid of rent caps and let the market dictate the price.
If that means you can't afford a house, tough, not everyone needs to owns a house.
