Advice needed please

    Hi guys, had my car parked up on Sunday after finishing work and someone hit into the back of my car and drove off. They knocked my licence plate off and scratched the back of my car, I was lucky enough to have my car parked on the side of a petrol station, so I went into the shop and asked them would it be on CCTV and they said it would but they couldn't give me the CCTV ,so called the guards they came down and took a brief statement and said they will follow it up with the garage regarding the CCTV, which was great. So I then contacted my insurance which is axa and spoke with an advisor who said the claims department was closed and he took down what had happened and said someone will ring me the following day but I haven't heard anything since, have emailed my local AXA office and contacted them through my axa online and have tried to ring four times but am constantly on hold. So I have two questions is this normal for a insurance company to behave this way? And would I be able to claim from the driver( if the gardai can obtain their details from the CCTV). Any help or advice greatly appreciated
