Cheapest solution for data in US

I’m heading to the US next month and wondering what the cheapest solution is to avoid a huge data roaming bill?

I’ll be there for about a week, in San Francisco so the answer may just be to do anything on my phone that would otherwise need data access only when and where I have WiFi access

But it’s still a bit inconvenient...

Who are you with? Vodafone is moderately priced.
