Existing planning permission

    We've bought a house recently that has planning permission to build quite a large garage (75sqm). The permission expires in 4 years.

    I had two questions:

    1) Can I assume that permission is granted, effectively, to the "property" and that I can use this permission to build this garage?
    2) Who "owns" the plans, would I need to contact a new architect (and re-do the existing approved plans) or the existing one in order to get in touch with a builder to get it built?

    Yes. Planning permission applies to the property (not the person).

    I'd contact the existing architect (first) and see if s/he is interested in carrying the job for you.
